SBA Certification for Veteran-Owned Small Businesses

Participation in Federal Sole-Source and Set-Aside Contracts

SBA certification enables service-disabled veteran-owned small businesses (SDVOSBs) to participate in federal sole-source and set-aside contracts throughout the government. Additionally, certified veteran-owned small businesses (VOSBs) can pursue sole-source and set-aside contracts under the VA’s Vets First program.

Transfer of Certification Function to SBA

The National Defense Authorization Act for Fiscal Year 2021 (NDAA 2021) transferred the certification function for small businesses from the VA to SBA as of January 1, 2023, resulting in a central support point for veterans’ small business certification needs. The final rule for the program and governance guidelines was published on November 29, 2022.

Application for Certification

To apply for certification, visit the Veteran Small Business Certification portal and create an account, access checklists and pre-application guides, check your firm’s eligibility, request information, and search for a certified VOSB or SDVOSB.

Advantages of Certification

Certification offers SDVOSB firms the chance to compete for federal sole-source and set-aside contracts, and VOSBs may also compete for sole-source and set-aside contracts from the VA. Self-certified firms must apply for certification by December 31, 2023, to qualify for restricted-competition opportunities. However, self-certified SDVOSBs have a grace period until January 1, 2024, to file an application for certification and can continue to use their self-certification to compete for non-VA SDVOSB set-aside contracts. Self-certified SDVOSBs that apply before January 1, 2024, can maintain their eligibility until the end of the grace period until SBA issues a final eligibility decision. There is no grace period for VOSBs and SDVOSBs seeking sole-source and set-aside opportunities with the VA – certification is mandatory.
