The Veterans Business Outreach Center (VBOC) Program is designed to provide entrepreneurial development services such as business training, counseling, and mentoring, and referrals for eligible veterans owning or considering starting a small business. The SBA
has 22 organizations participating in this cooperative agreement and serving as VBOCs. The VBOC of New England is operated by the Center for Women & Enterprise, which is located in Providence, Rhode Island.

One Day Business Training for All Minority-Owned Small Business Owners

NEIs are one-day, in-person training events that provide both established and aspiring business-owners critical business training. NEIs also connect
participants to existing resources available in their region, to go along with one-on-one business counseling/coaching and matchmaking services. Access to the National Center’s unique N2N (Native to Native) business network will be made available to all attendees,
as well as the National Center’s in-region procurement and technical assistance training. Federal program and procurement coaching, accessing capital via Community Development Financial Institutions (CDFIs), and navigating the SBA and Bureau of Indian affairs
will also be featured prominently at the events.

Certification of Women-Owned Small Businesses
DoD, GSA, and NASA are proposing to revise the FAR to implement section 825(a)(1) of the Carl Levin and Howard P. ‘‘Buck’’ McKeon National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2015 (15 U.S.C. 637(m)), Public Law 113–291. To be eligible for
set aside or sole-source awards, Section 825 requires women-owned small business (WOSB) concerns and economically disadvantaged women-owned small business (EDWOSB) concerns to be certified by the Small Business Administration (SBA), a Federal agency, a State
government, or a national certifying entity approved by SBA in the WOSB Program.
This DoD-NASA-GSA notice appears in the
October 7 Federal Register.
On or before December 6, 2021, interested parties should submit comments to the Regulatory Secretariat Division to be considered in the formulation of a final rule.
