THE NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C.
