M1E3 Engineering Change Proposal

Army Contracting Command Detroit Arsenal (ACC-DTA) intends to award this new proposed contract to General Dynamics Land Systems (GDLS) on a sole source basis. The seven-year contract will be a hybrid Cost type contract for an Abrams Tank Engineering Change Proposal (ECP) resulting in a new variant of the existing Abrams Main Battle Tank called the Abrams M1E3.

The Government intends to solicit and negotiate a contract (Solicitation Number: W56HZV-24-R-0070, Release Date: October 2024) to the Original Equipment Manufacturer (OEM), General Dynamics Land Systems Inc. (GDLS), Cage Code: 7W356, on a sole source basis for seven years under the authority of FAR 6.302-1(ii)&(iii)(A), there is only one responsible source, and no other suppliers or services will satisfy the agency requirements.
